Pasir Ris to See New Homes and Neighbourhoods Under Draft Master Plan 2025

The eastern town of Pasir Ris is set for major rejuvenation under the Urban Redevelopment Authority (URA) Draft Master Plan 2025, which outlines new residential and community developments to be built around the Pasir Ris MRT station, Sungei Loyang, and the upcoming Elias MRT station. These plans are part of Singapore’s long-term strategy to make better use of available land while enhancing liveability in mature towns.

New Homes Next to Pasir Ris MRT Station
A key highlight of the plan is the redevelopment of the former Pasir Ris Bus Interchange site, a 2.9-hectare plot located next to the MRT station. The site has been earmarked for residential use with commercial spaces on the lower floors, creating a lively mixed-use environment.
The demolition of the old interchange is expected to begin by the end of 2025, with works carried out in phases to minimise disruption. Under updated aviation height limits, buildings in the area can now rise up to 60 metres, compared to the previous 45-metre restriction. This change allows for higher-density housing, with estimates suggesting that about 580 to 650 condominium units and 18,000 to 23,000 square metres of retail space could be developed here.
New Neighbourhood Planned Near Sungei Loyang
URA is also studying an 18-hectare forested site near Sungei Loyang for the creation of a new housing precinct. The proposal includes a mix of residential, commercial, and community facilities, as well as a linear park along the river to preserve natural greenery and biodiversity.
A smaller 2.3-hectare plot at Jalan Loyang Besar has also been identified for potential development. Urban planners estimate that the larger Sungei Loyang site could yield about 4,400 condominium units or 3,000 HDB flats, depending on zoning and density. The new neighbourhood is expected to enhance connectivity and complement Pasir Ris’ family-friendly, nature-inspired identity.
More Housing Near Upcoming Elias MRT Station
To support Singapore’s growing housing needs, the URA has also zoned land around the upcoming Elias MRT station, which will be part of the Cross Island Line (CRL) Punggol Extension set to open by 2032. Two main land parcels near the station have been identified for residential use — a 15-hectare plot that could accommodate around 2,500 homes, and a 3.8-hectare plot with space for about 650 additional units.
These developments will enhance accessibility and convenience for future residents, as the new MRT line connects Pasir Ris more efficiently to other parts of Singapore, including Punggol and the central region.
Enhancements to Town Centre and Community Spaces
Plans are also in motion to further rejuvenate the Pasir Ris town centre. A new community hub will be developed to house social, retail, and recreational facilities under one roof, bringing more convenience to residents. Existing amenities such as Pasir Ris Sport Centre are expected to be refreshed as part of the town’s renewal.
These enhancements will ensure that Pasir Ris continues to be a vibrant, well-connected, and family-friendly town even as its population grows.
Balancing Development and Sustainability
In line with Singapore’s commitment to sustainable urban growth, environmental and biodiversity studies will be conducted for areas identified for new housing. In particular, planners are focused on preserving the natural features around Sungei Loyang, ensuring that new developments complement the area’s lush greenery and coastal character.
The master plan reflects the government’s effort to balance housing needs with environmental protection — maintaining Pasir Ris’ reputation as one of Singapore’s greenest and most liveable estates.
