October 2025 BTO Launch: Over 9,000 Flats Across Multiple Towns

The October 2025 Build-To-Order (BTO) launch is shaping up to be one of the largest in recent years, with the Housing and Development Board (HDB) set to offer more than 9,000 new flats across 10 projects in eight towns. These new developments will be located in Ang Mo Kio, Bedok, Bishan, Bukit Merah, Jurong East, Sengkang, Toa Payoh (including Mount Pleasant) and Yishun.

The launch follows the government’s continued effort to provide a wide range of housing options across both mature and non-mature estates, supporting the needs of first-time buyers, families, and seniors. With several projects expected to fall under the Prime and Plus flat classifications, the October exercise is drawing strong attention from home seekers.

Diverse Flat Types to Meet Different Needs

This BTO exercise will feature a comprehensive range of flat types — from 2-room Flexi units designed for singles and elderly buyers, to 5-room and 3-Generation (3Gen) flats for larger families. Several projects will also include shorter waiting time flats, allowing buyers to move in within three years or less, compared to the typical four to five years for standard BTOs.

These shorter waiting time units are particularly attractive for young couples who prefer a faster move-in schedule or for those who wish to synchronise their move with life milestones such as marriage or childbirth.

Prime, Plus, and Standard Flat Classifications

Under the new HDB classification system that replaced the previous “mature” and “non-mature” estate labels, the October 2025 launch will include a mix of Prime, Plus, and Standard projects.

Prime projects will be located in highly desirable, central areas with superior transport links and amenities, but they will come with tighter resale and rental restrictions and a longer Minimum Occupation Period (MOP) of 10 years.

Plus projects will offer a balance — good locations with access to MRT stations and amenities, but slightly more affordable than Prime projects, with a 10-year MOP as well.

Standard projects will make up the majority of the non-central launches, offering more flexibility in resale and shorter MOPs of 5 years.

This classification aims to maintain housing affordability while ensuring fairness between central and suburban homebuyers.

Central Region Highlights: Bukit Merah, Mount Pleasant, Bishan

Among the most anticipated developments are those in central Singapore.

Bukit Merah

Two projects will be launched in Bukit Merah — one located at Telok Blangah and another at Jalan Bukit Merah. The Telok Blangah project is particularly significant, as it will be the first BTO development within the Greater Southern Waterfront — a long-term transformation zone set to become a new gateway to the city centre.

These projects are expected to fall under the Prime classification due to their proximity to the city and the waterfront. With panoramic views, excellent transport links, and access to lifestyle hubs, the Bukit Merah launches are expected to see extremely high demand.

Mount Pleasant (Toa Payoh)

The Mount Pleasant BTO marks another milestone as it is the first project in this historic area. Located near the upcoming Mount Pleasant MRT station, the site will offer modern housing nestled amid greenery and heritage landmarks. Residents will enjoy easy access to Orchard Road, Novena, and the city centre while living in a peaceful and nature-rich enclave.

Bishan and Ang Mo Kio

Bishan’s upcoming project is likely to appeal to families seeking central convenience without being directly in the city. Likewise, Ang Mo Kio’s BTO project will benefit from its established neighbourhood amenities, schools, and connectivity.

Non-Central Highlights: Bedok, Yishun, Jurong East, Sengkang

While central projects attract attention, the non-central launches will offer more affordable alternatives with strong growth potential.

Yishun

Yishun will see two BTO sites — one in the Bah Soon Pah / Chencharu area and another along Yishun Ring Road. The Chencharu site, part of a major new housing estate north of Yishun, is expected to feature a range of 4- and 5-room flats, as well as modern amenities and green corridors. This area will appeal to families who prefer a suburban lifestyle with nearby access to expressways and MRT stations.

Bedok

The Bedok BTO project continues the renewal of one of Singapore’s oldest and most popular towns. Close to Bedok MRT station and the town centre, the project is likely to feature Plus-type flats, offering good accessibility and modern living options at a reasonable price point.

Jurong East

The Jurong East project will support the ongoing transformation of the Jurong Lake District, Singapore’s future second Central Business District (CBD). The area offers a mix of nature, work, and lifestyle elements, making it an appealing choice for professionals and young families alike.

Sengkang

Sengkang’s BTO project will provide additional supply in the northeast region, complementing nearby towns like Punggol and Hougang. These units are expected to be Standard flats, offering shorter MOPs and faster waiting times.

Demand Expectations and Application Advice

Given the diversity of locations and flat types, the October 2025 BTO launch is expected to attract a wide range of applicants.

Prime and Plus projects in central areas such as Bukit Merah and Mount Pleasant will likely see high competition and lower application success rates due to limited supply.

Standard projects in towns like Yishun, Jurong East, and Sengkang will offer higher chances for first-time buyers, as they tend to have larger flat quotas and lower prices.

Applicants are encouraged to check HDB’s portal for waiting time estimates, location maps, and project details when the official launch opens. For those with time constraints, prioritising shorter waiting time projects can significantly speed up homeownership.
